Emergency Management can be defined as an effort to plan how to deal with disasters in the most effective manner. There are emergency management functions that take place at all levels of government (local, county, state, federal, and tribal) as well as at public utilities and within the private sector. The State Office of Emergency Management issues guidelines, in the form of a checklist, for development of county and municipal Emergency Operations Plans. An Emergency Operation Plan describes the organization, responsibilities, capabilities, and procedures for municipal response during an emergency. An emergency is an unusual incident by natural or human causes that is too large to be handled by regular municipal A natural disaster includes hurricanes, flood, or snowstorms. An unnatural disaster could be a plane crash, a train derailment, chemical spill, or fire.

Power Outage Information
- In the event power outages occur due to severe weather, customers without power are encouraged to report their outage by calling 1-888-LIGHTSS (1-888-544-4877), clicking the “Report Outage” link on www.firstenergycorp.com, or by texting out to 544487.
- Customers should immediately report downed wires to 1-888-LIGHTSS (1-888-544-4877) or call their local Police Department.
- JCP&L reminds customers to stay away from downed wires, even if they believe they are no longer carrying electricity. Extra caution should be used in areas where downed lines are tangled with trees or other debris.
